OCSD’s Board Unanimously Approved Dr. Shawn Foster’s Overall “Excellent” Evaluation

ORANGEBURG, S.C.  – The Orangeburg County School District (OCSD) discussed the evaluation of Superintendent Shawn Foster during their January 24, 2023, special called meeting. 

After meeting during executive session, Chair Edwards read a public statement on behalf of the Board. She said, "I wish to announce that Dr. Foster received an overall "Excellent" evaluation. She further shared that, "based on our discussion, the Board believes that Dr. Foster is committed to the success and excellence of this District.” 

During the meeting, Dr. Foster received praise for his many accomplishments, especially during the unprecedented times he led OCSD. 

Chair Edward read, “For the 2021-22 school year, the Board wishes to congratulate Dr. Foster on the following: the hard work of Dr. Foster and his administrative team with seeking community input and developing a facility improvement plan for the District to include a new Orangeburg -Wilkinson High School; keeping a watchful eye on the District’s fund balance and being released from fiscal watch by the South Carolina Department of Education; the creation and implementation of Project GROW (Getting Ready for Opportunities to Work) in Orangeburg County to tap into the support staff talent within the District to encourage non-certified employees to attain certification to teach and the Leadership Academy for District employees interested in leadership and school administration positions; the implementation of the Employee Health Day to encourage employees to prioritize their mental and physical wellness; installation of metal detectors in all middle and high schools; and innovative educational programs to include but not limited to dual enrollment with Orangeburg Calhoun Technical College and Orangeburg Advanced College to put students on a path to earn an associate’s degree by the time they graduate.

Dr. Foster was also lauded for being actively involved in promoting positive relationships with employees, students, parents, and the community at large. It was also touted that under his leadership, the administration has worked tirelessly to create partnerships with a number of local agencies and organizations to support staff and students during COVID to ensure vaccines were readily available to staff members and students, among other things.

“I am extremely grateful for the Board’s confidence and support in my leadership as Superintendent of Orangeburg County School District”, said Dr. Foster. “I am excited to continue working alongside our school Board to ensure the progress in OCSD continues,” he concluded. 

Dr. Foster’s contract extends through June 30, 2026.
