Assistant Superintendent for Curriculum and Instruction
ORANGEBURG, S.C. – Orangeburg County School District named Dr. Bernard E. Frost as the assistant curriculum and instruction superintendent. OCSD’s Board of Trustees approved Frost’s appointment during their May 9, 2023, meeting.
With more than 18 years of teacher and district leadership experience, Frost has extensive familiarity with curriculum and instruction - positively impacting student achievement. Frost deliberately focuses on developing rich lessons based on scholars' needs - yet tied directly to learning standards. Additionally, he engages scholars in hands-on activities that foster deep understanding and reflective practices, all while ensuring effective teaching and learning.
Frost has served as an executive director of Curriculum and Instruction, Director of Teacher Quality and Staff Development, District math coach/specialist K-12, adjunct professor, presenter, researcher, trainer, and teacher. Frost is a veteran C&I practitioner and has led and supported curriculum development for grades K-12, conducted on-site visits of instructional program evaluation and assessment, supported the [Spartanburg School District Six, Union County School District, Spartanburg School District Two and Spartanburg School District Seven school districts] instructional framework, coordinated and trained all district mentors, and led professional development for induction teachers and managed all district-wide professional development.
Further, having supported students in various school systems, Frost understands data analysis, its importance, and its impact on instructional strategies; and will leverage those skills and experiences in providing guidance and support to the professional staff as they enhance their instructional practices in the achievement of increased student outcomes.
Frost is passionate about engaging teachers and leaders in professional development opportunities. He has had the chance to travel worldwide to serve as a keynote speaker as a Mathematics Master practitioner with Carnegie Learning. And his dedication to education was recognized by the South Carolina Council of Teachers of Mathematics when he was the 2020 recipient of the Outstanding Contribution of Mathematics Awards.
Frost is a member of several local, state, and national educational organizations and has received numerous awards and accolades for his contribution to education. He holds a bachelor of Education from Furman University, a master of Education in Gifted Education from Converse College, and a doctorate in Administration Leadership for Training and Learning from Walden University. He also holds a Diversity, Equity, and Inclusion certificate from Cornell University.

I look forward to supporting the work of the outstanding staff, administrative team, and the school community to ensure the continuing success of all the students,” Dr. Frost continued. “I am grateful to the Board of Trustees and Superintendent Dr. Shawn Foster for believing in me and my passion for providing high quality instruction to all students with the goal of impacting student achievement,” he concluded.
Dr. Frost will begin his new role with OCSD in July 2023.
