ORANGEBURG, S.C. — Orangeburg County School District (OCSD) is pleased to announce that School Board Member Betty Pelzer has achieved Level 4 recognition from the South Carolina School Boards Association (SCSBA) Boardmanship Institute. While Level 6 is the highest accolade within the institute, reaching Level 4 is a significant milestone that acknowledges Mrs. Pelzer's unwavering commitment to public education and governance excellence.

The SCSBA Boardmanship Institute, established in May 1982, offers a year-round training program designed to assist school board members in understanding and effectively acting upon governance-related issues for their local schools. Although the state mandates training only for new board members, Mrs. Pelzer’s achievement of Level 4 status highlights her dedication to exceeding standard requirements.
 
Born and raised in Holly Hill, S.C., Mrs. Pelzer attended Roberts Elementary School and aspired to be a teacher since her sixth-grade year. She completed her undergraduate studies at Claflin University in Orangeburg, S.C., in 1975. Her educational journey continued with a Masters in Curriculum and Instruction from Lesley University in 2002, followed by a Masters in Educational Leadership from Western Governors University in 2011.

Achieving Level 4 status in the Boardmanship Institute is a noteworthy accomplishment and exemplifies Mrs. Pelzer's lifelong commitment to education. This recognition underscores her dedicated service to the students, staff, and community of Orangeburg County School District.
