Orangeburg County School District is celebrating an extraordinary international achievement as Dr. Bernard E. Frost, Assistant Superintendent for Curriculum and Instruction, has been selected for a prestigious Fulbright Teacher Exchange award for the 2026–2027 cycle through the U.S. Department of State.

Frost is one of only 30 educators selected worldwide for this year’s distinguished cohort and the only educator selected from South Carolina, placing an Orangeburg County educational leader among an exceptionally small group chosen for one of the world’s most recognized international academic exchange programs.

The distinction represents not only a significant professional achievement for Frost, but also an extraordinary moment of recognition for Orangeburg County School District and public education in South Carolina.

“This is huge, not only for Dr. Frost, but for Orangeburg County School District and the entire state of South Carolina,” said Dr. Shawn D. Foster, Superintendent of Orangeburg County School District. “To be one of only 30 selected from across the world, and the only person selected from South Carolina, speaks volumes about Dr. Frost’s expertise, leadership and commitment to educational excellence. The world will have an opportunity to see what we already know in Orangeburg County: Dr. Bernard Frost is an exceptional educator and an extraordinary leader, shared Dr. Foster.”

Established in 1946, the Fulbright Program is one of the most prestigious international educational exchange programs in the world. Sponsored by the U.S. Department of State, Fulbright provides opportunities for accomplished educators, scholars, researchers and professionals to exchange knowledge, strengthen international relationships and advance innovation across borders.

The honor is particularly meaningful in 2026 as the Fulbright Program celebrates its 80th anniversary, coinciding with the 250th anniversary of the United States.

For Frost, the recognition is the latest milestone in a career spanning more than two decades and devoted to strengthening teaching and learning.

A veteran curriculum and instruction practitioner, Frost has served in numerous educational leadership roles, including executive director of curriculum and instruction, director of teacher quality and staff development, K–12 district mathematics coach and specialist, adjunct professor, researcher, trainer, presenter and classroom teacher.

His career has focused heavily on curriculum development, instructional improvement, educator development and the use of data to improve student outcomes. His expertise in mathematics education and professional learning has also provided opportunities for him to share his knowledge well beyond South Carolina, including serving internationally as a keynote speaker and Mathematics Master Practitioner with Carnegie Learning.

In 2020, the South Carolina Council of Teachers of Mathematics recognized Frost with its Outstanding Contribution to Mathematics Award, honoring his impact on mathematics education and the profession.

Frost also serves on the South Carolina Association of School Administrators Executive Committee and the South Carolina Department of Education Teaching and Learning Advisory Committee, extending his influence on educational practice and policy across the state.

He earned a Bachelor of Education from Furman University, a Master of Education in Gifted Education from Converse College, and a doctorate in Administration Leadership for Training and Learning from Walden University. He also holds a Diversity, Equity and Inclusion certificate from Cornell University.

“Being selected for a Fulbright is an incredible honor, and knowing that I am one of only 30 selected worldwide and the only recipient from South Carolina makes this opportunity even more meaningful,” Frost said. “I am proud to represent Orangeburg County School District, our educators, our students and the state of South Carolina. I see this as an opportunity not only to learn from some of the best educational minds around the world, but also to share the tremendous work happening right here in Orangeburg County. I look forward to bringing new knowledge, relationships and perspectives home that can strengthen our work for students, shared Frost.”

Fulbright Teacher Exchanges are designed to strengthen education through international collaboration and professional learning. U.S. Fulbright educators have opportunities to explore cutting-edge educational practices, including work in technology and artificial intelligence, while building professional networks with educators and institutions around the world.

The impact is designed to extend far beyond the individual recipient. Fulbright participants return to their home institutions prepared to share their experiences, strengthen professional practice, develop international collaborations and create opportunities for colleagues and students.

That multiplier effect makes Frost’s selection particularly significant for OCSD.

“When one of our leaders is invited into a global community of this caliber, Orangeburg County gains access to that learning as well,” Foster said. “Dr. Frost will take Orangeburg County to the world, but just as importantly, he will bring the world back to Orangeburg County. Our teachers and students will ultimately benefit from the ideas, relationships and experiences created through this opportunity.”

The broader Fulbright Program provides opportunities for exceptional Americans and participants from approximately 160 countries and locations to study, teach and conduct research abroad. For eight decades, Fulbright participants have been at the forefront of research, education, discovery and innovation.

Each year, more than 2,500 U.S. Fulbrighters, including teachers, artists and professionals, teach, study or conduct research overseas through the broader Fulbright Program.

Against that international backdrop, Frost’s selection for a cohort of just 30 underscores the exceptional nature of the honor and places Orangeburg County School District on a global stage.

“Orangeburg County should be incredibly proud,” Foster added. “One of the world’s premier educational exchange programs looked across a field of accomplished educators and leaders and selected one of ours. That matters. It demonstrates that excellence is happening here, leadership is happening here, and the work being done on behalf of children in Orangeburg County is worthy of international recognition.”

Orangeburg County School District proudly congratulates Dr. Bernard E. Frost on this exceptional achievement and looks forward to celebrating his Fulbright journey throughout the 2026–2027 academic year.
